Emmanuel J. Harkins is a Past President of the CHFCo. (1955-1971). He was elected and served as the President of the "New Castle County (DE) Volunteer Firemen's Association" in 1959. Mr. Harkins was also elected and served as the 42nd President of the "Delaware Volunteer Firemen's Association" in 1967.
